Savannah State University Announces Administrative Changes


Savannah State University President Earl G. Yarbrough, Sr., Ph.D., recently made administrative and organizational changes that went into effect July 1.

Yarbrough eliminated the vice president for Administration position this summer amid university budget cuts, and three units formerly reporting to that office will now report to different administrators.

Irvin R. Clark, Ed.D., vice president for Student Affairs, now oversees SSU Police and Public Safety in addition to other units already under his leadership. Clark was promoted to vice president in January 2009, after nearly 16 years at SSU where he has served as interim, associate and assistant vice president for Student Affairs, interim director for Athletics, Director for the Center of Residential Services and Programs, housing manager and residence director/football coach. He received his doctorate in Educational Leadership and Change from Fielding Graduate University in Santa Barbara, Calif., earned his master’s of public administration from Savannah State and earned his bachelor’s in political science from Florida A&M University in Tallahassee, Fla.

Edward B. Jolley, Jr., vice president for Business and Financial Affairs, now oversees the university Physical Plant in addition to other units already under his leadership. Jolley was named vice president for Fiscal Affairs in October 2007, after serving as vice president for financial affairs and treasurer at Saint Paul’s College in Lawrenceville, Va. Jolley earned his bachelor’s degree in accounting from Morgan State University in Baltimore and his master’s in business administration from Regis University in Denver, Colo.

Joseph J. Steffen, Jr., formerly university counsel, is now Director of Legal and Government Affairs. In his new role, Steffen will provide professional and legal counsel to the university and take charge of the university’s relations with local and state elected officials, the Board of Regents and other governmental entities. Steffen is a graduate of Wake Forest University in Winston-Salem, N.C., and earned his law degree from the College of William and Mary in Williamsburg, Va. He joined the SSU staff in March 2009.
