Upon the recent departure of Savannah’s Assistant City Manager Chris Morrill to assume the duties of City Manager of Roanoke, Virginia, Carol Bell was promoted to Interim Management and Financial Services Director.
In this capacity, Carol is responsible for administrative oversight of Human Resources, Research and Budget, Information Technology, Vehicle Maintenance, Revenue, Purchasing, Auditing, Recorders Court, Central Services and Enterprise Resource Planning.
Prior to this, Carol was the Central Services Director for the City of Savannah and an Executive Leadership Coach. She has worked for the City of Savannah for over 30 years.
Carol holds a B.S. Degree in Mathematics from Shaw University and an MPA from the University of Georgia. She completed a fellowship at the Harvard University Kennedy School of Government and a Certification from Georgetown University in Executive Leadership Coaching.
She is a past president of Gamma Sigma Omega Chapter of Alpha Kappa Alpha Sorority; past Board Chair of the United Way of the Coastal Empire, a board member of Leadership Savannah, a member of the Savannah Chapter of the Links, Inc., Coordinator of the United Negro College Fund’s 100 Celebrity Men Who Cook and a member of several other civic community initiatives.
Carol serves on the Board of the 311 Synergy Group and the Association of Government Contact Center Employee.
She is a member of the National Forum of Black Public Administrators and chairs the Leadership Institute for the local Chapter.
