On Monday, June 6, 2016, the Coastal Georgia Council Boy Scouts of America held its fourth annual Whitney M. Young, Jr. Award Luncheon to benefit Scoutreach and Career Exploring programs for youth. The Whitney M. Young, Jr. Award Luncheon was held at Temple of Glory and featured keynote speaker, Leroy “Zke” Zimmerman, Ed.D. President of the 100 Black Men of Savannah, Inc. The following awards were presented:
The 2016 Whitney M. Young, Jr. Award was presented by former City of Savannah Mayor Edna Jackson to Police Chief Joseph Lumpkin, Sr. A tireless supporter of mentoring programs for at-risk youth, Chief Joseph Lumpkin, Sr. became the Chief of Police for the Savannah Chatham Metropolitan Police Department on November
10, 2014. He is a 44-year law enforcement veteran, serving 40 years in Athens Clarke County before coming to Savannah. He is a member of the Executive Board of the Coastal Georgia Council Boy Scouts of America and has prioritized the revival of the SCMPD Police Explorer Post program. 2016 Distinguished Eagle Award The 2016 Distinguished Eagle Award recipient, Stephanie Cutter has served as City of Savannah’s City Manager since April 2013. She had previously served as Acting City Manager since October 2012, Assistant City Manager of Administrative and Community Services since December 2011 and as Acting Assistant City Manager since May 2010. Stephanie has been responsible for launching the Savannah Youth Ambassadors, the Summer Pre-Apprenticeship Program and the Intern Match Program for the benefit of our area youth.
2016 Good Scout Award Herbert DeLoach, Sr., the 2016 Good Scout Award honoree has been a Troop Leader for Boy Scout Troop 210 in Savannah, GA for the past 35 years and was one of the founding leaders of the troop. As a Boy Scout, he was a member of troop 247 here in Savannah.
Herbert has been instrumental in helping the Coastal Georgia Council to maintain Savannah’s longest running active inner city Cub Scout Pack & Boy Scout Troop #210. His previous Scouting awards include the Silver Beaver in 1994, the Whitney M. Young, Jr. Award in 2008 and the Scouter’s Key.
2016 Gold Service Award Johnnie Williams, Sr. is the 2016 Gold
Service Award recipient for his eighteen years of volunteer service to the Boy Scouts in our area. He first began as a parent volunteer in 1998 when his son joined Scouting. In 2000, he became a Scout Master and has continued in this role since that time. In 2009, Johnnie was instrumental in reactivating Troop 297.
